Principals
Randall R. Jinkins, RPL
Registered Professional Landman Randall R. Jinkins has accrued over 28 years of practical experience as an independent landman. He has served as a broker/crew chief and title supervisor; worked in right-of-way acquisition, project management, database document conversion, permitting, leasehold take-offs, title run sheets, and title curative; and completed due diligence for acquisition and divestiture projects, including oil and gas research and acquisition. Randall’s experience includes seismic contracts and acquisition, title, condemnation and litigation support for a major fiber optic line right-of-way. He is a member of the American Association of Professional Landmen, the East Texas Association of Petroleum Landmen, the International Right of Way Association and is a registered Easement/Right-Of-Way Agent with the Texas Real Estate Commission. Randall holds an Associate of Business Administration degree from Lon Morris College in Jacksonville, Texas. He also completed course work in the College of Agriculture at Texas A&M University in College Station, and in land title investigations, oil and gas law, oil and gas conveyance and after-acquired title at Tyler (Texas) Junior College.

Tracy Jinkins
Tracy Jinkins has diversified experience in both surface and mineral land work. She serves JPF Land Services, Inc. as a team leader and the human resources coordinator. Tracy’s duties include lease title, sovereignty runsheets, title curative, litigation support, oversight of incoming projects and quality control for outgoing product. She also serves as a liaison between JPF Land Services, Inc. and many of its clients.

Kellie Powers, RPL
Kellie Powers was certified as a Registered Professional Landman in August of 2007 and she became a partner of JPF Land Services, Inc. in January 2008. Her experience as a landman includes running surface and mineral title, title runsheets, sovereign runsheets, lease acquisition and title curative. Kellie has worked as a Team Leader for the past two years, supervising projects and landmen in several East Texas-area counties. She enjoys working hand-in-hand with project managers from client companies from the initial onset of a project to the drilling of the well. Kellie holds a Bachelor of Science Degree from Texas Tech University in Lubbock, Texas and has earned her Texas Teachers’ Certification from Stephen F. Austin University in Nacogdoches, Texas. She is a current member of the American Association of Professional Landmen and the East Texas Association of Petroleum Landmen.

Steve Powers, RPL
Steve Powers earned his Registered Professional Landman status in August of 2007 and became a partner of JPF Land Services, Inc. in January 2008. His experience as a landman includes researching surface and mineral titles, title runsheets, sovereign runsheets, lease acquisition and title curative. Steve has worked as a Team Leader for the past two years, supervising projects and landmen in several East Texas-area counties. He excels in the training of future, well-rounded landmen and gives his team members first-hand experience about what it takes to succeed in the field. Steve enjoys working side-by-side in the courthouse with his team members; he is always ready and willing to answer questions and work through title issues. Steve is a current member of the American Association of Professional Landmen and the East Texas Association of Petroleum Landmen.
